Philippa Young
With more than 25 years’ experience in the road safety profession, Philippa has managed both safety engineering and road safety ETP teams, as well as school travel planning teams in local authority settings nationally. 

She was appointed group manager in 2013 and considers that her team in Warwickshire is a true integration of the four Es; combining expertise in data analysis, road safety education, training and publicity, casualty reduction and highways engineering and driver education services.

Having worked in local authorities for so long, Philippa has seen many changes and managed many challenges in regard to how services are funded and delivered.

Philippa led on the Strategic Commissioning Review of Highway Services across Warwickshire when the local authority was considering the commissioning of all services. Her review advocated the continued internal delivery of services alongside the development of internal business models.

Warwickshire County Council is currently in its second year of a four-year programme to deliver £93m savings. Philippa’s group has been at the forefront of redesigning the service operation to achieve significant savings while maintaining service delivery. 

Jo Edwards
With more than 25 years’ experience in the road safety profession, Jo has carried out numerous roles and is highly experienced in engaging with local members. 

Jo project managed Warwickshire's Speed Limit Review which resulted in the county becoming one of the leading authorities within this field.

Her latest role has primarily involved approaching the private sector to seek funding for the newly formed ‘Warwickshire Road Safety Club’ which was developed as a result of potential budget cuts to the road safety education service currently provided free for schools.

Jo's passion and commitment for road safety were crucial factors in achieving such positive outcomes. As well as attracting sponsorship from the private sector, Jo also encouraged schools to fund their membership of the club.

In 2013 Warwickshire County Council announced that it would be removing virtually all the revenue funding for Road Safety ETP work from May 2016. This presentation will outline initiatives the team has taken to ensure that the service is maintained, including appointing a business development officer and charging for resources and services.
