The prime minister’s summer reshuffle has resulted in two new faces at the DfT.
Claire Perry, who has been MP for Devizes since 2010, has replaced Stephen Hammond as Parliamentary under Secretary of State for Transport. Ms Perry was a member of the Justice Select Committee from 2010 to 2011, and parliamentary private secretary to the defence secretary Philip Hammond from 2011 to 2013. She was appointed assistant whip in October 2013.
John Hayes, who has been MP for South Holland and the The Deepings since 1997, has been appointed to an additional post at the DfT of minister of state for transport.
Mr Hayes was most recently minister without portfolio. Earlier in the present government he occupied ministerial roles in the Department for Business, Innovation and Skills, the Department for Education and the Department of Energy and Climate Change.
Ministers who have remained in their posts at the DfT include the transport secretary Patrick McLoughlin, Baroness Susan Kramer and the roads minister Robert Goodwill.
And taking into consideration those constituents who have formed themselves into local/national pressure groups – lobby groups – charities also commercial organisations – other Governmental Departments – local government – forming and asking focus groups etc. It’s a crazy world out there to get to the common good of the UK community.

I would suggest that their “expertise” is in taking the views of their constituents and their own experience and applying that to changing and developing policies for the common good of the UK community. In doing so they are aided by the views of civil servants with expertise in the issues for which they are responsible.
