The Highway Code: a review to improve safety for cyclists, pedestrians and horse riders

Sharon Goodsell will speak about a review of The Highway Code to improve safety for cyclists, pedestrians and horse riders. This was a priority for the department following a consultation on cycle safety where it was identified as a key action to enable more people to cycle and walk safely. A consultation on the proposed changes generated the biggest response rate the Department has ever known, and Sharon will speak about the feedback and next steps.


Sharon Goodsell, Head of Vulnerable Road User Safety, Department for Transport

Sharon Goodsell joined the Department for Transport in 1996, initially working in corporate support roles managing finance, development and training, and resources. She moved into a transport policy role in 2008, initially working on stations policy.

She has since led a number of policy teams across the department ranging from cycling, to sustainable travel, to aviation.

Sharon currently heads up the Vulnerable Road User Safety Team focussing on road safety for pedestrians, cyclists, motorcyclists and older road users.
