
The second Fringe session at NRSC 2025 focuses on ‘topical topics’ and comprises seven presentations covering a range of unrelated road safety issues.
National Road Safety Conference (NRSC) is Road Safety GB’s flagship event. For the past two years, it has attracted almost 400 attendees and has sold out.
NRSC 2025 is being held at Wyboston Lakes Resort, located adjacent to the A1 between Cambridge and Milton Keynes. It is being hosted by Road Safety GB Eastern Region and is co-sponsored by National Highways, Jenoptik, Westcotec and GEM Motoring Assist.
For NRSC 2025, more than 350 people have now registered to attend. In addition, 28 organisations have already signed up to exhibit at the event.

For the benefit of those who have not attended NRSC, the conference programme comprises three elements: The Main conference programme, the Fringe programme and a series of Workshops. The Fringe programme runs in tandem with the Main programme, with delegates free to move between the two as they wish.

National Fire Chiefs Council: Forging safer roads together

This presentation will provide a focused overview of the Fire and Rescue Service’s commitment to reducing road casualties, underpinned by NFCC’s comprehensive road safety position statement..
Glare from vehicle headlamps: a real-world dataset for understanding key factors
Presenters: Dr Shaun Helman (TRL) & Phil Bailey (DfT)
One of the most complained-about factors on the roads in Great Britain is glare from vehicle headlamps. This project, funded by the DfT, used an instrumented vehicle to gather data on luminance, ambient lighting conditions, vehicle inclination, and subjective ratings of glare from driving in dusk and dark conditions on various types of roads and in varying traffic conditions. The findings will be used to inform lighting regulations, and advice to drivers on how to avoid high risk glare situations.
Safety Risk Assessment for Continuous Footways
Presenter: John-Paul Doherty, Associate Technical Director, AtkinsRealis
Using the framework in the Design Manual for Roads and Bridges document GG104 – Requirements for Safety Risk Assessment, AtkinsRéalis has developed a generic risk assessment, to provide guidance and help those involved in the development, design, delivery or operation of continuous footways to make the right decisions. This presentation will describe the process followed by the assessment team.
Stigma on the streets: addressing the prejudice and danger faced by mobility scooter users
Presenters: Professor Duncan Guest (Nottingham Trent University), Richard Hannan (Surewise) and Rebecca Morris (Vision Zero Communications
Mobility scooter users remain one of the most stigmatised, overlooked and vulnerable groups on our roads. Despite growing numbers, they are often dismissed or ignored – seen as a nuisance rather than recognised as legitimate road and pavement users. This presentation will make the case for urgent change.
Dorset Motorcycle Injury Prevention Project

Balancing Enforcement and Education: A dual approach to reducing Uninsured Driving
Presenter: Martin Saunders, MIB
For almost 70 years, MIB has been dedicated to tackling the devastating issue of uninsured driving. In the last 20 years alone, our work with government, insurers and the police has helped seize more than 2.5 million uninsured vehicles. However, it remains a significant issue in the UK, with an estimated 300,000 uninsured vehicles on the road every day.
